About the Climate Pollution Reduction Grant (CPRG)?
DVRPC is developing the first regional Climate Action Plan for the Philadelphia Metropolitan Statistical Area (MSA), a comprehensive plan to define an actionable and equitable pathway to achieve net zero greenhouse gas emissions by 2050 for the 12 counties and 4 states within the Philadelphia MSA. This planning process involves significant community engagement to prioritize climate actions that provide meaningful community benefits for low-income and disadvantaged communities and reduce greenhouse gas (GHG) emissions & harmful air pollution in the region. DVRPC is developing the Philadelphia MSA Climate Action Plan, in partnership with the Wilmington Area Planning Council (WILMAPCO), through its participation in the U.S. Environmental Protection Agency (U.S. EPA) Climate Pollution Reduction Grant planning grant program (CPRG).
DVRPC has received $1 million from the U.S. EPA to develop 3 region-wide plans:
1. Priority Climate Action Plan (PCAP). This plancoordinated with dozens of existing state and local Climate Action Plans, programs, policies and projects in the region into a single, comprehensive, and ambitious plan across the Philadelphia Metropolitan Statistical Area (MSA), which includes Philadelphia, PA, Wilmington, DE, Camden, NJ, and parts of Maryland. The Philadelphia MSA Priority Climate Action Plan was completed on March 1, 2024 and included 9 priority measures (see image below). The whole Priority Climate Action Plan can be found here.
2. Comprehensive Climate Action Plan (CCAP). DVRPC is in the process of developing the Comprehensive Climate Action Plan (CCAP), a regional plan to meet net zero greenhouse gas emissions in all sectors by 2050. This planning process will include more thorough community engagement across the Philadelphia MSA, address all major sources of GHG pollution, and analyze workforce impacts and community benefits of climate action measures. The CCAP planning process began in April 2024 and is due to the U.S. EPA on December 1, 2025.
3. Status Report. At the end of the 4-year planning grant period, DVRPC will submit a Status Report to the U.S. EPA which includes the implementation status of climate action measures described in the CCAP and how the Philadelphia MSA will meet net zero goals.

Great news! The regional plan to reduce climate pollution was just finished. It's part of a program by the U.S. Environmental Protection Agency that lays out important actions that need to happen soon to lower greenhouse gases in our area by 2029.
